Research on Statistical Measurement, Monitoring and Alerting of Initial Distributive Fairness

Abstract

This article defines the connotation of the initial distributive fairness, designs the evaluation indexes of the initial distributive fairness, proposes the measurement methods of the initial distributive fairness, and constructs the alerting system of the initial distributive fairness. Based on the panel data of 31 provinces from 1985 to 2017, the statistical measurement, monitoring and alerting analysis of China's initial distributive fairness were carried out. The results show that: (1) China's initial distributive fairness is generally in a quite fair state, showing an upward trend. The starting point fairness is in a quite fair state, and the procedural fairness and outcome fairness are in a very fair state; the initial distributive fairness in the eastern, central and western regions is quite fair and very fair, and the differences are small. (2) At the present stage and in the next few years, the initial distributive fairness (the starting point fairness, procedural fairness, and outcome fairness) in the whole country and the three major regions are generally in a state of no alerting. The results of the article provide important policy implications.
