The report of the 19th National Congress clearly put forward that in order to form a new pattern of Co-construction, Co-management and sharing, and realize Co-construction, Co-management and sharing in a new historical direction, we must accurately understand the deep connotation of Co-construction, Co-management and sharing, and take this as the goal to direct the social governance action. Since the reform and opening-up, China’s economy has continued to develop at a high speed, but at the same time, it has brought huge environmental pressure. In the face of the contradiction between development and the environment, multi-local governments have also carried out a series of environmental governance measures under the guidance of the goal of Co-construction, Co-management and sharing. However, it is worth exploring how effective the governance is and whether it achieves the goal of Co-construction, Co-management and sharing, to provide direction for further improvement of urban environmental governance.
