Abstract

Under the background of multiple and complex risks in traditional security field and non-traditional security field, emergency social mobilization takes public security value as the core, and extensively mobilizes various resources and forces of other subjects to prevent and resolve risks or effectively respond to public emergencies, so as to promote the modernization of China's emergency management capacity and system. As an important part of China's national security strategy, the operation logic of emergency social mobilization is consistent with the strategic objectives of strategic triangle model management. It requires a long-term and dynamic perspective to examine a series of processes of public goods and services supply with public value as the core, and analyze China's emergency social mobilization from three dimensions of mission management, political management and operation management It has theoretical and practical significance.
