The Two-way Trust Crisis of the Executives of Policy Transmission Mechanism from the Perspective of Network Governance

In recent years, the proportion of the elderly population has expanded and most of the elderly population has prolonged the disease-carrying period. The combination of medical care and nursing responds to healthy aging and active aging strategies. Through on-site investigations, the author finds that the introduction of medical resources in the integration of medical care and old-age care institutions presents an uncomfortable situation. The fundamental reason is that there is an obstacle in the demand transmission mechanism of the combined medical care and care policies. This paper borrows the theory of network governance and finds the reason behind its conduction obstacles. As the foundation of the network governance mechanism-trust, due to the existence of trust risks, the demand transmission mechanism has not been well established, thus failing to promote the integration of medical care and nursing. Therefore, in the process of making social policies, it is necessary to reduce the risk of trust.
